You should start your GPSC Exam Preparation with basic books i.e. GCERT / NCERT Books, Standard Newspapers (for Current Affairs) and standard GK Guide like Lucent’s GK.
Yes, you can give GPSC Class 1-2 and Police Inspector (PI) Exam in both English and Gujarati Language (Even you can write different answers for different question in English or Gujarati). But other GPSC Exams like Nayab Mamlatdar / DySO, Chief Officer etc… exams are conducted in Gujarati Language only.
